Carbs stuck in a weird way

So, I went to put the carbs back into the 93.

They are clean, floats are set.

I attached the cable, and found it wouldn't budge. The butterflies were stuck. Pulling and pushing, I found that #2 carb is what's hanging it up. It moves, but SLOOOOWLY. I sprayed a bit of cleaner and got it to loosen a touch, but still kinda stuck.

I have a nasty feeling this may be a shaft seal that disintegrated. Anybody have this sort of thing happen before?

Only after someone has soaked the carbs in a carb cleaner dip.

I do have them on the shelf, but for some reason I can't find them on the website. I am searching for them now and will post the link when I find them.

It's not impossible.

This was supposedly fixed by "a professional mechanic friend", and had a seriously odd jetting.

I am starting to think they guy couldn't make it run after his buddy had his hands on it and that's why it was so cheap.

I sprayed the offending carb with cleaner and now it seems to be OK.

I guess it was just some forgotten gunk. Butterflies snap back like they should now.

I'm going to put the carbs back on and see how it runs.
