Chain Adjuster Right Side Loose.

Hi all. When I adjust the slack on my chain I can't get the right side tight. I can tighten the two nuts on each other, but they don't press the back plate into the swing arm. That back plate still moves just a little. I tried kicking the back tire, I tried tapping on the right side of the axle with a wood block and hammer. I can make it go tight, but it won't stay tight while I snug up the adjusters. Am I doing something wrong? I ride the bike and it seems fine, no squirlyness in turns or anything.

  Place a piece of timber  between the bottom of the rear sprocket and the chain. Turn the rear wheel in a forward direction to apply pressure to the adjusters. Hold it in that position while you tighten the axle nut.   Regards Pete.
