German Tire (tyre) regs

Yesterday I was told that in Germany tires have to be replaced every 6 months.
That seems very short span of time to me, but I guess it could be so.
I'm not sure if this also applies to cars.

This is supposed to be the explanation for a large supply of (barely) used tires.

Anyone know if this is true or not?  Any of you living/working in Germany?
