Does this even have a function?

I was noticing that this rubber piece/o-ring at the steering stem nut was getting dried and cracked.  When I touched it to try to determine if it was some sort of seal or what it was, it came off.  From the lack of paint under where the ring was (pic #2) I'm assuming it's a oem piece, but it doesn't show up on the parts schematic.  Anyone know what this rubber piece is and what it's function (if any) is??

None of the 3 FJs I've had (86, 89 & 92) have ever had that either...nor can I remember seeing one on other FJs.   :unknown:

Mine was in the wrong place when I bought it (as I found out when I did the front end swap). Its in the right place now.

Harvy, is #5 --Washer Plate---in the schematic, made of rubber?
