I ordered a set of sleeves, one of them was old stock apparently before LA Sleeves began using the vapor wrapper. It has considerable rust, probably pitted. Do you think I should try to use it or return it?

If you just bought them see if they will swap it out for a new one.
It is probably just surface rust and may not be a problem but you payed for new sleeves so you should get new sleeves.Hard to tell with picture if it would be pited. The sleeve I just put in a spare set of cylinders for my GP1200 has about .050"  material to remove .025" per side. How much stock is in the bore if there's a lot of material to be removed it will clean up and I would not worry about it.If your taking a light cut then it could come in to play.Talk to the seller and see what he has to say.

The only concerning location(s) of any rust would be under the flange and on the outside diameter of the sleeve. The top and I.D. require surfacing and machining and the rust will not be an issue.

Things will have to be cut/ground into size anyhow, so unless there's deep pitting you're fine.

As a former engine machinist I would offer this advice:  Return to sender.  that sleeve is old and not properly stored.

Thanks to everyone for the feedback. I don't have a bore mic but I checked the bore at the top and bottom with my caliper and I'm getting 76.50 mm. I haven't recieved the pistons yet and I'm assuming they will be 77.00 mm OD (Wiseco K1188 kit).  That would give me around .020" or .010" per side to clean up the cylinder, again assuming the piston is exactly 77.00 mm. Does this sound logical?

For the record; These are the pitfalls of eBay. The seller has a 7 day return policy, I'm on day 3 or 4. The cylinder sleeves were $239.99, free shipping. The piston kit was listed as in stock but had to be special ordered from Wiseco after the auction ended. The seller did offer a refund on the piston kit.

Yep, you rmath is good, the sleeve isn't.
You could easily have rust pits going deeper than .010"
Just curious why you stopped at 1188cc?
