Seal Guard? What Does It Do?

I was removing and installing the rear tire yesterday evening and noticed this part.  Mine is damaged and barely staying in place.  My questions are:
1) What does this part do?
2) Is it necessary to replace before continued use of bike?
3) Pricing? (maybe Randy @ RPM is reading this)

It is item #30 in the photo.

I keeps your chain from rubbing on the swingarm as It does its thing. I wouldn't ride without one.

What Buff Bill (the Fan) said - it keeps the chain from rubbing...or potentially sawing through...the swingarm. Never heard of this being a problem on FJs, but I'd replace it. Odds are that someone here has a used-but-serviceable one lying around from a swingarm mod/swap.

ScooterBob...... is that for a '90?..... I think I have one in my junk pile that is still servicable for pre-'91 alloy swingarms..
If you don't find one any closer than than me here in Aus, give me a shout and I'll put it in the post or whatever.

Mine is a 1989.  Should be the same from what I'm able to look up in the parts listings.

Mine is still hanging on, but barely....one of the 2 screws that hold it to the swingarm has broken it's tab off....
I checked around, and Ron Ayers still shows it available, but it's (gulp) $129
