Carb Question

I was cleaning my carbs and when I put the red straw nozzle from the carburetor cleaner into one of the pilot circuits I got a stream of carb cleaner out from this brass ball thing. Nothing came out from this area on the other three carbs. It only happened on one carb.

So, does this carb have a vacuum leak in this area, should this area be air tight? Or should it have some passage way and the other 3 carbs are clogged and they really shouldn't have a 100% seal like they do?
