anti dive valve block off question

Reading this thread on it and my question is...is it necessary to mill out an opening between the 2 holes?
I've been chasing a leak on the right fork and at first I thought I was losing fork oil around the dampining rod retaining bolt.
I dropped the front wheel and checked the bolt. I managed to get a 1/4 turn on it and thought my problem was solved.
Went out to the garage today to go for a ride and there was a small puddle under the wheel and the inside of the fork was wet behind the anti dive valve.
I wiped the fluid off and went for a ride and didn't use the front brake at all. After a few kilometers I stopped and checked the front wheel and it was dry.
That narrows it down to the valve and I figure if I'm going to have to go thru the trouble of removing it to fix a leak I might as well make block off plates and get rid of the valve.

You need to make sure fluid can pass (hydro lock forks  :bad:). This can be done with the groove on a blocking plate. But I recall that a hole can be drilled when the forks are apart, then a blocking plate could be a simple flat plate.  I hope others can confirm.
The glass is not half full, it was engineered with a 2X safety factor.

I sat here looking at a schematic of the valve and was thinking if the fork oil can't get out of the lower tube in to the valve there would be no reason to have the return hole for it but wasn't sure so I figured I better ask those that know.

Came up with a work around.
Removed the brake line between the caliper and valve.
I have two 10m x 1.25 bolts on the way to fill the hole in the valves.
Only an fj enthusiast will notice.
