Got the carbs back on my bike today, but got no click click click from the fuel pump. It worked when I first got the bike, but now I'm getting nothing. Voltage coming out of the relay to the connector is high 11s. Drops off slightly then cuts off completely after a few seconds. Normal as far as I know.

I put power from a 12v power supply to the pump and get nothing. I took the back of the pump apart, cleaned the connections real well, and still get nothing. I SHOULD get something when I put power to the pump, correct?

Yes, you should get the pump working if you supply 12v directly to the pump.
