Notary issue PA title

In late March I bought a 1992 FJ1200 online from I thought Connecticut turns out it was titled in Pa. the Title requires a notary and the seller did not have it notarized. Now I have gotten around to titling in my state TN and I am unable do to not having the seller notarized signature. Any suggestions I am unable to get a hold of the original seller. Bike runs good as some minor cosmetic issues and needs some general maintenance and updating. I would hate to have to part the Bike out to re-cop my money. I bought the bike to ride and enjoy. Open to suggestions.

Most title states have ways to obtain a current title when there is some glitch like that.  I would contact the DMV or the state offices that deal with titles in Tenn and Penn.  There may be some hoops to jump through, but unless you track down the Previous Owner, you may have no other recourse than jumping through the hoops.  In my state, a police officer must witness the VIN and maybe a bill of sale in a case like yours, but hey, big deal.  The worst anybody can say is No, and that's no loss, at this point.

Or the officers can get out of the squad with their hands on their guns. And say can you step to the  back of the car please....  Happened to me. I  had them come out to inspect the human race teams fzr750r that I bought so I could get the title transferred. When they ran the vin. It came back as a  stolen yz125. Out  of Florida. I'm like well it's obviously not a 125. They  said yah  must have been a typo. And signed off on it. Didn't help the case's had no vin on them. Was factory sponsored. Must have been a replacement motor.

Good timing to be working on this - hopefully you'll through with it before the nice riding weather arrives 

Different states have different ways to resolve it.   Some require you to send certified letters to the last registered address, others may make you purchase a bond for the value of the bike for a period of time, etc.  I may be going through this soon with an 85 I bought for parts many years ago.

Try a different notary in TN.  Tell them the PA seller didn't understand the requirement when he sold the bike.  Bring a "signed" sales agreement.  If that doesn't work, I don't see that you have any options unless you can track down the seller, and have him sign the title in front of a PA notary.
