Gas tank question

Got the gas tank back from the shop, one part they took off and saved for me looks like a vent of some sort, it's on the bottom front of the tank, it has a sliding valve of some kind inside, and has a breather type barb on the end.  Let me know what you think, and if it's a vent, where do I run the hose. See pictures attached.

Looks like you have a 'California' model fuel tank. The nipple/valve that you see is for the California emissions system.
