Ok I got the girl running.
Many thanks to Randy and Robert at RPM, they went above and beyond to get me rolling again. Sincerely, thank you guys.

So here's what happened.
Bought a bunch of tools.
Bought a bunch of supplies.
Rebuilt the carbs not once or twice.
Pulled all the cowling off.
Gutted the CA emissions system.
Capped and plugged the CA emissions system.
Replaced all the spark plugs.
Drained the oil probably 4 times.
Changed the filter. (the filter hadn't been changed in years, literal mud)
Checked valve clearance, everything is in order there and the cams are clean.
Put some STP in the gas tank.
Currently replacing the headlight, no high-beams.

Still doing some test-rides around my block, will be all weekend.
Ran near perfect on this most-recent test-ride. No leaks; a bit of smoke from the spilt oil, nothing major.

Wanting to do a compression check and leakdown test, haven't put the gauges together yet.
Also want to clean the pilots but the bike seems to be running right now so i'll put that off until next maintenance.
