so i had to replace a cylinder head cover bolt, got it replaced, put carbs bk on and hooked lines up.  turn the bike on and idles fine. when i go to rev it up, the third carb from the left makes a popping noise and  a white puff of smoke comes out of the back of the carb

anyone knopw whats going on?

Several possibilities:
Lean idle circuit
Cracked plug or questionable plug wire
Leaking vacuum plug on synch port.

It could even be crossed leads. Some combinations could produce those symptoms and if revving stationary, not particularly noticeable at idle. It's at least worth checking - always eliminate the obvious and the easy first.

My Irish is a bit rusty.  Does this mean it's fixed?

well it is now, just found out a couple drops of water got into it. That's why it popped and had a puff of white smoke out the back of carb
