Probably not the best way but my dad told me back in the day they would slip an o ring between the grip and bar end... works decently but but you have to manually roll the throttle back.  Real cheap to do

An oldie but goodie: http://www.fjowners.com/index.php?topic=2108.msg16701;topicseen#msg16701

I have used the Vista Cruise throttle lock for a few years. It works great to give you hand and wrist a break on long rides.

Crampbuster is still the simplest and one of the most effective cruise controls. Also probably the safest.
