Collars for belly pan mounting bolts

Hoping someone could give me some actual dimensions of the collars etc & the fairing bolts if possible.

I cut my own collars out of the hollow threaded tube that is used in light fixtures like a room ceiling light (is it called a sconce?).  ID and OD were good, just cut to length. 
For the rubber washer between the mount and the lower fairing, I used water hose washers.  Nice and cheap and plyable.
