I actually think that this time I've got her properly torqued, but I am going to throw a tack-weld on there just for insurance.

+1!  Pat is right.  Even if you weld that connection all the way around, it will eventually break next to the weld.  Every time you ride over a bump in the road the weight of the muffler will flex the pipe.  It will fail again.  As I see it you have two options;
A) Fabricate a new mounting bracket to support the can farther back.
B) Shorten the mid pipe to allow the can to move forward, allowing you to slide the mounting band toward the back of the can.

IMO option B is the way to go.  It allows you to retain the stock mounting point on the footpeg bracket.
