gas tank question

84/fj1100,
On the bottom of my gas tank right about in the dead centre there is a steel tube about 1" long, 3/8ths in Dia.
Is this some kind of breather or over flow? Also, should it have a rubber hose on it ?

Yes, and yes..... the hose should extend down past the lower chain run to keep from washing the oil off.
