Proper carb setup+unplugged cable

Hello, this is my first time posting here so I don't know what the proper format for asking questions is but I've had a 1990 Fj since august of last year and now I am getting it ready for the riding season but there are a few things on the bike that have puzzled me. The first thing I noticed is that the carb setup seems to be missing hoses/has hoses in the wrong place. there are a few white plastic nozzles in between some of the carbs that have no hoses and there is a hose that goes from the top of one carb to another, which I haven't seen in the manual or on any other carbs for this bike or others. I also noticed that there is no inline fuel filter which the manual says there should be. It would help if anyone could post a picture or tell me what is supposed to be connected to the carb and what isn't and where hoses should be and where they shouldn't. I also noticed that there is a orange and black wire that has a clear/white termination that is not connected to anything and I can't seem to find where it connects to. I have attached some pictures for both issues and I appreciate any help I can get.

Was the bike running when you got it or was it sitting and you are trying to get it running?

It was running and I rode it from August to December, in which I had a stuck float needle which caused a gas leak so it sat outside in the winter (terrible I know but I learned my lesson). I have a video of it running post winter that I can share, the stuck float needle fixed itself but it still has an erratic idle so I will take the carbs apart and go through them. The carbs are synced as tested with a vacuum gauge so I think they just need a good cleaning.

Those hose from carb to carb was for a CA emissions system and charcoal cannisters, which someone has removed. Most people put vacuum caps on them.

That plug sounds like it is just a keyed 12v source from the removal of the solenoid for the emissions system.

The white tees in between 1/2 & 3/4 are the overflow hoses, a smaller hose on each carb body that is a vent, an you should have a single fuel inlet between 2/3.
