RPM spin on adaptor

The '93 project bike came with a spin on adaptor.  I assume, (a dangerous activity) that it is a RPM kit.  I don't know the torque value for the double ended male fitting that attaches the adaptor to the engine.  Any information?

If Randy or Robert are reading, are the drain plug washers the spark plug washer looking things?  If that is so, are they used in conjunction with a flat washer or just the drain plug bolt.  I bought the magnetic drain plug, if that matters.
