Steering stem nut

Does anyone of you know if the steering stem nut is one piece only or if it consist of separate cap and nut? Need the cap off to install a fork stem yoke 1" Ball Mount for my navigation unit.

Thanks. I'll put in my lathe then, to remove the cap the hard way :)

I just drilled a hole through the center of the cap. Put the bolt for the RAM mount through the hole with the nut up inside the cap. Tightened it down. And epoxied the nut up inside the cap. I put a little oil on the the threads on the bolt just in case. Been in use for years.
