Top cap pin cut off, What's up with that?

I'm going through the forks on my '89 and when I pulled out the top cap, I see that the pin that normally extends down the top of the fork has been sawn off.  Is this a typical mod?  What are the consequences?

I believe that is typical if you install an aftermarket fork valve.

The RPM valves I installed had me cut that D-rod, not flush like your image. The damper unit is set to the middle setting and the RPM valves really do all the work. Time to pull the forks and find out what was installed.
The glass is not half full, it was engineered with a 2X safety factor.

This was at the bottom of the spring.  I don't see it called out in my Haynes manual.
