So I took the flapper valve out of my 89. Managed to save the microscopic ball bearing. However now I can't seem to figure out how to put it all back together! Anyone have have an exploded view of this? Thanks

This might help. Open the PDF in the first post.   http://www.fjowners.com/index.php?topic=2024.0
The spring and ball help the tumbler stay in position so the key/lock doesn't "flop" around.

No problem. The third photo down shows the spring.  The ball go's in the channel then the spring then the bracket in the photo to hold the assembly in.

Unfortunately I broke the spring that holds the flap over the key hole :(  But because i was able to keep the spring and ball, at least the flap stays up when I need it to and down when done fueling. There's just no real tention on it anymore. Oh well, thanks again.
