Oil beneath fork cap

If oil is underneath the plastic cap on top of the fork tube, is there a seal / oring on the pre-load adjuster that needs replacing?

Take a look at this parts layout.  There is a gasket under the large cap , as for the preload adjuster it's self I can't remember.  Take the cap off and check the oil level and make sure it is assembled correctly.  Normal precautions on the cap removal.  Put the bike on the center stand and the cap is preloaded.

It's sitting in the well where the screw head for adjustment is, so thought it may be coming up past there.

Item 55 show's an o ring there ?
In any event you will have to take the cap off. It might also be over filled ?
