There was an English vehicle that looked very much like this one in the late 70's. 
It used a Reliant engine, no gyroscopes, but did have auto-extending struts and that feet-forward layout.
Also claimed safety benefits due to safety capsule and perimeter beams.

I also remember one from a few years ago.... IIRC had BMW powertrain. had wheeled outriggers for low speed and stopping.... not sure if they were auto or manual deployment though.

Now that you mention it, that was a BMW product.  It was supposed to be released in Europe (at least) but was having some problems being approved in US or Aus.

Thats our FJ brother T-Roy from West- by God- Va. .... very creative with pictures and movies....
I've got several of his FJ related movies on CD.... i'll see if i can get them uploaded.... some of them are pretty long though.... he is very talented.....  a dang good rider and friend too!
