I'm sorry maybe I'm interpreting this wrong but are you asking for help to cheat?

I think he's trying to beat, cheated up sealed motors, legally. Pissing up wind, we are having the same problem here, my drivers sealed motor 10 races old pumped 150-165 hot  the top three were over 190.
Pm me and I will try tell you what you need to know.

I understand the frustration of competing in class of sealed motors where there is a hp disparity between motors. I was crew chief for 5 years for a NZV8 Touring Car, we had sealed 308 cu Holden motors and 302 cu Ford engines. We had the same issues, but instead of trying to make 2 wrongs into a right, surely a properly channeled request to the proper authoriites to get those motors fully stripped down and teched directly after a race meet is the way to go?  If they are honest it won't be a problem.
If there are cheats then the system  should be there to crack down upon it, that is why the motors are sealed in the first place, to stop it.

i believe cheats should be discouraged, in this case the old maxim, 'if you can't beat 'em, join 'em" should not apply.

Sorry but I feel strongly about this.

I understand totally how you feel but unfortunately the tech guys can't catch them out. We are sick asking them to do checks and get nowhere cos they can't find anything wrong.

Our own RPM Randy is a Tech Inspector for the West Coast Legends group. He was explaining to me that a very common violation on sealed motors involves altering the cam gears. Obviously slotted cam gears are illegal. There is a large mounting hole and small hole on the gears. Folks drill out the small hole, to match the large hole, which slightly alters the overlap. He has a collection of seized cam gears which are very cleverly altered. Only by overlaying a legal gear with a altered gear and trying to match the teeth (which are offset) can you tell the difference between the altered cam gear and the legal oem cam gear.

With Randy's years of experience, he should write a book on this subject. He has some great stories. He should train other tech inspectors

That or sell the illegal ones to other cheaters in other areas... :)  Illegal parts are big business!
