While I was storing the bike a couple of months ago I noticed the front fender had lost a piece and was cracking up everywhere, so today I decided to continue on my experimentation with fiberglass screen and epoxy.

The broken fender

other fender with fiberglass screen

This was done three years ago and it's still holding

The epoxy was applied tonight will keep posted with the results.

I think I see the problem.  In the first picture, it looks like the reflector bracket is on the OUTSIDE of the fender tab.  If so, then you really need to move it back next to the threaded boss on the fork slider.  That should help prevent future cracking.

David that's good information.  We discussed this a few weeks ago when I was reconstructing my fender tab and you mentioned the proper location of the bracket.  The bracket acts as a spacer. I installed my fender a couple of days ago with the reflector bracket INSIDE the tabs this time. I noticed (this time) that the fender tabs are torqued in if the bracket is installed on the outside; like it was when I got the bike and how I had been installing it since.  A contributing factor to it's demise, I'm sure.
