What would be the effect of using a 110/80 - 17 front tire instead of the standard 120/70 - 17?
Would it even be noticeable?

Depends a bit on the actual profile of the tire.  All else being equal, should be a little sharper on turnin and more stable while cornering, but slightly less stable in a straight line.

Also it could weigh more or less, and that would have the usual gyroscopic effects.

you would also want to check and make sure the tire has the correct load rating.
