STARTER PROBLEMS Not sure what the problem is...have an idea, but hope I'm wrong

I bought a 1984 FJ1100 a couple of weeks ago, and am very excited about getting it ready for the road. Was told when I bought it, it needed a starter and a battery. Starter pulled tested and inspected, checks good. New battery, so thats good. New starter relay, tested old one it was bad. After all of this power on push the button...and nothing, cleaned kill switch...bingo...starter spins like mad...now to the point or rather question is if the starter turns and nothing else turns with it does it mean the starter chain is broken? Is there a way to test or check this or am I just looking at this all wrong?

Starter clutch more likely.  Still a bastard worth of work, yeah.

Pulled the starter yet to ensure that it's still got alla the teeth on the business end?

Starter pulled and checks good...gear inside hole where starter goes in is free spinning, is that normal?
