FJ1100 stumble off idle until 4.5K or so???

I have owned my FJ100 for several years and it has sat for the last few.  Needless to say I needed to do a "thorough" carb cleaning in order to get her up and running again.  Now my issue is that I cleaned the carbs, set the float height, and the bike fired right up, but won't take any throttle or it dies.  After it idles for a good while it will take tiny bits of throttle until it get to 4500 rpms or so then it responds to throttle well and everything is good.  I have done Jap bike mechanics (especially carb work) for several years now, so I know my way around a set of carbs... but this has me stumped.  What do you think the issue/s are?  I am pretty sure it is carb related, and it could be a dirty carb issue, but if so where should I look?

Just thought that I would add a few details to help with any diagnosis:

No holes in the diaphragms.
Main, Idle, jets and small choke jet/passage in float bowl are clean.
Brass choke tube is clean. 
I did not clean the air mixture screw passages so I guess they could be clogged???

You have to remove the mixture screw caps, mixture screws, and then blow cleaner & compressed air through the passages.  Otherwise you end up right where you are:  Jobs done, but it still runs like crap.  I can tell you this from my personal experience. 

Do it all, do it right, do it once.  Or like I have and (it sounds like) you have too.

Why didn't you clean the tiniest, most easily clogged portions of the carbs?

Do it right or do it twice.  If nothing else, maybe you've got something else going on, but you'll never be able to troubleshoot it unless you start by ensuring things are right, one bit at a time.

This is probably piling on.  Like everyone else said, if you didn't pull the mixture screws out, then you didn't really clean the entire idle circuit.  Which is exactly the circuit that's causing your trouble.
