1986 fj1200 instrument cluster cover

I've been trying to get rid of a buzzing noise  that is coming from the instrument cluster area.When I removed the front fairing I found the r/t hand rod or the mirror support had been bent so that it was touching the instrument cluster.It probably was bent by the po .It looks like the bike  had been dropped.I put a pipe on the rod had my wife and grandson hold the bike while i bent the support away from the cluster.This is where I think I screwed up one side of the cluster cover was still touching the cluster and the right side of the cover had about a quarter inch of space.So I took it back apart and took some weather stripping foam put it around the cluster.that took care of the noise but now the speedometer and the tachometer are both jumping around.As soon as it cools off outside I'm going to take it back apart.Since the cluster is mounted using rubber bushings I'm not sure if the cover should be touching the cluster or if it should have a space?
