Fork taper spindle/oil lockpiece

I'm changing my oil seals on the forks of my FJ1100. When I unbolted the damper rods and separated the upper and lower fork tubes the taper spindles of both forks remained stuck in the lower fork tubes. They are orientated with the flanges down and the thin part facing upward . If that is the correct orientation then I think I can reassemble the forks without removing the stuck taper spindles. When I looked in my Clymer manual the one illustration showed the taper spindle flange down but the four pictures showed the flange facing up. In my factory manual the four illustrations and one picture all show the flange facing down. Are there any experts who know which orientation is correct? I cant post high resolution pictures. Hopefully they are clear enough to see.
 I think the factory manual is correct but I want to be sure.

The exploded parts list is correct.

The photo of it on the damper rod is incorrect.
