It looks similar to a Marusho Lilac 250cc. Carburetor is undercover in the middle of the cases behind the cylinders. The Lilac carbs were exposed/not covered. They were shaft drive.

Spot on Tom, you nailed it, make, model and year (and the "missing" carby's)

Krusty, you're right, the Marusho design is similar but the Victoria engine looks so much cooler with those Art Deco styling cues.
