fork part question

Does anyone know if part # 15 on the fork schematic for '89 forks is a required item if I want to replace the bushings and seals on my '89 forks?  (Part # 36Y-23157-00-00 ring, Piston, FrtFrk.) 

  The part is shown over the damper rod--I suspect it could be the damper valve, but that's not what they're calling it so I don't know what to make of it.  I haven't pulled the forks apart yet--wanted to wait for the parts to come in first...however that would be my next option.



I've ordered 2 of each of the following parts so far.

#7  Oil Seal
#8  Metal Slide
#10  Washer oil seal
#12  Piston, Front Fork


The dust seals are 2 years old and look fine.

It's a teflon sealing ring for the top of the damper rod.  The only thing in the fork that absolutely needs to seal is the fork seal.  No need to replace unless it is damaged.
