Pinned messages topic heading

In some topic areas there are 4 or more pinned "help" messages which means that if you just glance at the topic list without scrolling down, you may miss new posts to a topic.
As most of these "pinned" messages are not really topic specific, why not gather them all together in a "HELP" or "FAQ" listing and remove them from the various separate headings?
