Watching a formula one race, at times, some of the cars have flashing red light at rear of car (like a brake light). Why?

G'day, flashing red lights on the backs of race cars could mean a couple of things.
1. They are entering the Pits and are speed restricted and so show a red flashing light.
2. They are racing in wet weather and this light is for visiblity
3. V8 Supercars here in Australia show their flashing red lights when they are racing on "Wets" I think.
Hope this helps.
