Attempting a bouncing fuel gauge fix. Stuck

I've separated the windings, and have attempted to melt a hole, and have also tried drilling a hole through the plastic housing but I hit something very hard only about 1/8" into the plastic and can go no further.  It feels like metal.  I was expecting some sort of hollow cavity that could be filled with the Dimethicone.  As you can see in the pic below, I've attempted 1 hole in the side, and one on top.  Searched the forum and this procedure seemed to work for others.

What am I doing wrong?
