Help needed...California emissions system for 91 FJ1200

Hello all...I have searched with as many different terms as I could think of and noticed some threads about removing the CA emissions system...but I am still curious about one aspect of this task.  I have removed and blocked off all the emissions crap, but I am trying to understand the purpose of the vent/fitting at the front/bottom of the tank.

There is a hose connected to this vent/fitting.  I am wondering whether that fitting only vents fumes...or whether it is possible for raw fuel to leak out of it.  I am concerned about having raw fuel leak out onto the headers.  I used a mirror to try and track where the fitting goes inside the tank...and it appears to connect to a metal pipe that runs up to the bottom side of the fuel filler cap (there is a little orange valve/fitting in the cap). 

So...does anybody know the story on this fitting...and whether I can simply leave the hose off...or, do I need to cap the valve/fitting off...or do I need to run a fuel hose back and down to a safe place (in case raw fuel leaks out)?

Any help or insight would be greatly appreciated!

Is this the one that vents from the bottom of the tank to the cap?  When you pump cold gas in and overfill things, the gas expands and overflows the volume available; rather than coming out and pouring all over the paint (and your lap), it goes out this overflow and down to the ground (where it goes all over your tire and you die anyhow, but at least you're not on fire).

Never connected that one myself, but then I don't overfill the tank so it's not a worry.

Thanks for the perspective!  In light of the possibilities of flaming (or non-flaming) death due to fuel leakage...I think perhaps, I won't overfill the tank  :yes:
