Are the cartridge emulators a way of sprucing up the performance of the OLD (1984-1987) fork, The NEW model forks (1989+) or BOTH?

Yes, both - But for all the forks with the damping adjustment rod (up to '90 I  think) you do have to cut the rod.  This means that you won't have any external damping adjustment, but that's not usually a problem.

so i have a '90. i have to do something special to have the emulators installed? Please explain like i have no real clue. thanks  :good2:

You have to disassemble the fork, drill a couple of holes in the dampening rod, cut off the rebound adjuster rod, and reassemble with new parts.  Pretty easy job overall. They come with instructions.
