FJ abs 1991 choke headache

Hi good boys,

For a while i have two FJ's
Particularly this which am riding most of the time is abs version 1991.
Choke is answering at first two clicks and dies if i open more.
Carbs cleaned, bowls cleaned, choke jets are cleaned (in bowls)...
Float needles and seats are new and rest of the jets..

Also would be good to get link to real manual regarding positioning of carbs during float adjustments, and what should be real fuel level in carb.bowls (gasket area or where exactly).
