How Fix This Exhaust Leak?

In my pre-ride inspection today I noticed I have exhaust shooting out of this little hole in the center of this rivet. I imagine somebody previously drilled it out to change the exhaust packing, but who knows.

What's the easiest way to close this hole? Should I just stuff some cloth in the hole and then put a big solid exhaust clamp over it?

Stuff some JB weld in there?

Not really concerned about looks just trying to get the bike mechanically in order and wondering if this is adding to some of my popping on decel.

The right size of small sheet-metal screw would do it, not tight but just snug.  Some computer hardware includes small sheet-metal screws.  Maybe you could put some chisel marks on a small nail and knock that into the hole, again not tight but snug.

Maybe a short grip aluminum pop-rivet?
The glass is not half full, it was engineered with a 2X safety factor.

Some red thread locker mixed with hi-tac and a perfectly sized screw is what I tried. Will see how that goes.
