Paint removal

Hi getting my old FJ back after a long search I have found it in a very sorry state.  It looks like its been painted by Stevie Wonder after 10 cans of Special Brew. I was wondering if anyone knows if there is a way I would be able to move the rubbish respray without damaging the original paint underneath?
