On second thought, trying to get those old rubber dampers out or new ones in...you might crack the 30 year old plastic ears on the gauge body.
Try adding thin rubber washers under the steel washers, then re tightening the bolts.

The rubber mounts have a metal sleeve on the inside. They can fall out very easily and not be noticed.

I'd pop the bolts out all the way and check. If the sleeve is gone, then get another set as Pat suggested.

I had my bike for quite a while with blown bulbs. Replacing them was like getting a new bike  :sarcastic:.

As both Pat and Troy mention. Make sure the rubber dampers are in good shape and the steel sleeves are there. No. #23 in the following drawing.

If the sleeves are not there, the gauge cluster WILL vibrate and wiggle quite a bit.

None of the four small hoses coming out of the carburetors (metered air/vacuum, I presume?) or the two larger diameter hoses (bowl overflow?) require any vacuum plugs, right?

You are correct, NONE of the hoses coming out of the carbs get plugged.
