I'm still trying to figure out if the FJ fork couldn't just be bored out to take a 17mm axle.    

But then, I'm working on a whole 'nother idea.

I read somewhere about using a 15mm bore spacer through the 17mm bearings is that an option?

Yeah, that's a valid option for some, but not one with which I'm comfortable.
On industrial equipment and the like, yeah sure, but not on my front wheel.
