Maybe.  Check the lever pivot bolt and hole.  There might be enough wear there to cause some intermittent hanging.
Other than that, I can't think of anything that might cause your lever to not have full travel.  I guess the piston in either the master or slave might get cocked to the side and lock up or maybe you somehow got a rock in between the slave piston and the case preventing full movement, but ????

I been thinking hard about this problem Arnie, I rode again to work again today heavy traffic both ways 75 k same problem, but Fat Jerk is still going strong I rebuilt both slave and master cylinders 2500 ks ago and bores were worn so is the lever pivit ,so I think this is the issue. I stipped
the clutch then and it was in good nick. Time to change for a good FJR 1300 master cylinder. Many thanks for your reply.

The clutch (and brake) lever pivot bolt is frequently overlooked when performing maintenance.
You (and I) should probably remove and re-grease the lever pivots every time we change the oil filter.
The FJR clutch master will be newer, but the only other advantage it has is the adjustable span lever.
It too will need periodic greasing.
