Have you actually tried another key?
Surprisingly, the key to the replacement ignition switch I bought opens my gas cap just fine.

My ignition key (aftermarket) won't even fit into the cap lock.

Sounds like a trip to the locksmith might be in order... probably want to take the seat lock in, too if you can.

unscrew the Allen bolts that are on the outside and lift the whole assembly out , the one you can't get to will snap off and not really be a problem. so yeah break it off.
you can now unlock the cap from the inside . take it to your local locksmith or get a blank and make a key yourself .
very easy to do using a triangle file and some graphite spray.
I have a cap with key if needed, once you gently remove the offending unit.
