Well having red nuts might make it hard to ride.
Where do those throttle cables go?
The valve cover bolts look they might be loose.
Missing the SST fastener kit from RPM.
The yellow connector condition looks questionable.
No choke knob (but that goes on after the fairing).
The engine looks cleaner than the bike, like engine work has been done recently.
Looks like the speedo cable is not connected, both ends are visible.
Choke cable is not connected to the carbs.

Monkey, I think you are close with this one but...
I do not see any valve cover bolt grommets or valve cover gasket present.
Also, things I see that have not been mentioned.
No throttle cable bracket on the carbs to mount the cables.
Choke cable not hooked up. (laying off to the left side of head)
No plastic throttle box to hook up the throttle cables.
Maybe it is just the photo...But I do not see a front tire either.
Already mentioned.
Throttle cables heading the wrong way.
Vacuum cap missing
The photo is not clear enough to be able to see more details of the recent head work.
PS. Monkey, those two cable ends are the upper throttle cables.

Crap. I can pick out a missing vac cap, but I can't read a thread. :pardon: I guess I miss the grand prize trip to the Grand Bahamas. :empathy2:
I do not see any exhaust header pipes. It would sound a bit odd.

To me it looks like an in-process picture showing the work that was done, probably taken just after painting the valve cover.
#1 vacuum port capped should run to fuel petcock,#2 vacuum port needs plugged,chock cable not hooked up.could be hard to start cold
I still say it's the red nuts!

Sorry for the tardy response, I've been away.
There is no answer, it was just an eBay ad for a complete running bike and a couple of things caught my eye that at the time the photo was taken would have prevented it from being a runner.
Just seeing how eagle eyed our FJer's are. A lot of things were picked up that I didn't see.
