I hate to admit it but I am a little bit confused about something. I am checking the clearance on the valves. This isn't the first time I've checked them and my numbers always come out the same. First cylinder on the exhaust can measures .12mm and .07mm. What's confusing to me is... Should the clearances pretty much always be larger than where they should be? I mean, the whole point in replacing the shims is that they've worn down, right? Why would the clearance be so small?

The shims don't wear enough to cause problems. The problem lies with the valves wearing deeper into their seats, therefore reducing the clearance between the shims and the cam lobes.
