If you mean the blue thing with laces on top, it's a cold weather construction hard hat liner from the Soviet times. I am amazed they are still around...

Dog gone you Klavdy! Been up all night following that Russian FJ1200 link way past my bed time. That travel thread from the ukgsers traveling to Siberia, Mongolia and all the 'stans was very interesting with the stories on the people they met and great pictures. Thanks. Dave
