Ok so when I run the FJ for awhile and I shut her off I get a whistling noise coming out of the fuel cap. Why is this happening. Thanks.

Correct? I didn't see the link at first. Do I need and parts to do this?
So from what I have read this is normal for the FJ correct? And leaving it alone is what I should do?

No parts unless you loose something... I would just take it apart and try to clean up the insides and reassemble. If it still sings, either get in harmony with it or remove the orange flapper.
I would try to keep the flapper in service because of the ethanol fuel we have. Ethanol likes a closed system. Alcohol likes to absorb water from free air.
Don't loose that little ball bearing and spring... Before you take it apart look at the small "L" bracket held on by one of the screws. Behind that bracket is the small spring and bearing. Don't get the orange flapper in backwards either... Blow out the vent tube also.

A 'flapectomy' is what we call it, when we modify (via a notch) or remove those 2 salmon covered flaps in the gas cap.
That will allow the tank to vent without singing....However, some folks like the sound, to they leave it alone.
Your call... It's a very normal condition.
As George says, the spring and little ball tends to fly away, so if you do this mod, take the cap apart in a big Baggie or bucket.
